DEVELOPING
SCHOOL LEADERSHIP
During
our visits to the four national schools to watch,
we were privileged to meet strong, visionary leaders
who could articulate challenging goals and motivate
faculty and staff to reach those goals. Former
Jefferson Middle School principal Dr. Carol
Stack, now serving as deputy superintendent
for Champaign (Illinois) Community Unit 4 Schools,
is one of those leaders. Dr. Stack became acquainted
with the Schools to Watch criteria when Jefferson
successfully applied to become a School to Watch.
After completing the application process, which
included a rigorous evaluation visit by members
of the National Forum, Dr. Stack said:
"Our school's
participation in the Schools to Watch program
has afforded us the tremendous opportunity to
assess our instructional practices and learning
environment, using the best field-tested, research-based
practice for [young] adolescents. We have subsequently
made changes in our practices so that they more
effectively promote student achievement and
better address the developmental needs of our
students."
Dr. Stack has combined her belief in the Schools
to Watch program with her passion for promoting
the professional growth of middle-level administrators.
She used her knowledge of the Schools to Watch
criteria and of the ISLLC Standards for School
Leaders to develop a tool that illustrates
the direct relationship between the two. Dr. Stack's
objective in creating this tool is to show that
principals who implement the Schools to Watch
criteria can develop their leadership skills at
the same time.

THE ISLLC STANDARDS
The
ISLLC (Interstate School Leaders
Licensure Consortium) Standards for School
Leaders were developed by education
leaders to serve as a professional development
framework through which to promote excellence
in school administration. They represent
the basic tenets of most school reform models
and speak to vision, teaching and learning,
management, community, ethics, and the external
factors that influence educational practice.
Each standard contains a set of relevant
basic knowledge, a value and a belief premise,
and performance indicators.
Thirty-five
states have either adopted or adapted the
standards to serve as a model for professional
development for school administrators.
